Rocco Paco
Registered charity in Uganda in 2024, Rocco Paco stands as a response to one of the greatest societal collapses in modern African history. It is a call to action: to heal wounds, restore values, revive education, and rebuild the once-thriving Lwo Acoli society.

The Crisis: Too Paco
The LRA war and over twenty years of internment in camps tore through the heart of Acoli society, leaving devastation in its wake.
The moral order that once held the community together collapsed.
Families were broken apart, children robbed of education, and poverty took root as a permanent shadow.
What was once a proud, resilient people sank into despair, their hopes crushed by trauma and loss.

Nearly 2 million people ripped from their homes and crammed into overcrowded death camps. An entire population made homeless
66,000+ Children Abducted
Over 66,000 children forcibly torn from families and turned into killers, sex slaves, porters and witnesses to unthinkable horrors
500,000+ Lives Lost
Half a million murdered, starved, or lost to disease. An entire community’s worth of lives extinguished by senseless violence.
41% of Camp Deaths Were Children Under 5
In camps meant for protection, babies and toddlers paid the highest price, nearly half of all deaths

Every night, 45,000 terrified children walked miles in darkness to sleep on streets, because home wasn't safe
146 Deaths Every Week
At the height of the conflict, 146 people died every week in Northern Uganda ; a death rate three times higher than in post-invasion Iraq

Rocco Paco exists to inspire the renewal of the Acoli people by restoring the values, opportunities, and sense of purpose that have always defined our community. Our aims are more than ambitions. Dero Kwan is not just a scholarship programme; it is the lifeline of a broken generation.
The war and years in camps left Acoli schools in ruins, generations of children abandoned to hopelessness. The land that once produced Uganda’s brightest leaders now risks becoming a graveyard of wasted potential. With Dero Kwan, we give these children back their future.

The Figures That Echo Into the Present
Some scars are badges of survival. Others are reminders of loss. In Northern Uganda, every scar tells the same story: "I lived through hell, and the world pretended I didn't exist." The LRA war may be over, but the scars remain - on bodies, on minds, on communities, on an entire generation's future.

The retirement celebration of Chief Justice Emeritus Ladit Alfonse Chigamoy Owiny-Dollo marked a historic and deeply symbolic homecoming for one of Uganda’s most distinguished legal minds. Held at Kaunda Grounds in Gulu City, the event drew national leaders, dignitaries, and members of the public from across the country, united in honouring a lifetime of exemplary service, principled leadership, and unwavering commitment to justice.
The ceremony was imbued with a strong message of unity, gratitude, and forward-looking hope. A particularly moving address by Ambassador Olara Otunnu emphasised the enduring power of education, the importance of collective responsibility, and the significance of leaders returning home to uplift their communities. His reflections underscored the profound inspiration that Chief Justice Owiny-Dollo’s journey has provided to generations of Ugandans.
Graced by the presence of His Excellency President Yoweri Kaguta Museveni and other national figures, the occasion became more than a retirement celebration; it was a reaffirmation of national pride and shared values. It highlighted the Chief Justice’s lasting contribution to strengthening Uganda’s legal system and his continuing commitment to giving back to his roots.
As the community of Rocco Paco and the wider Luo region welcomed him home, the gathering stood as a powerful testament to the enduring legacy of service, integrity, and leadership; a legacy that will continue to guide and inspire future generations.
